After 10 months of useless service the time is coming close to a transfer.
They say that there is no issue of throttling but its so suprising that the quality of my line is so poor it cant sustain 20kb as a transfer rate during the day but miraculously repairs itself between midninght and 7 am giving 400kb without a problem. Sadly the line self harms around 7.00am and returns to just about providing a service.
Customer service - dont make me laugh. I tried calling the helpless line once but sadly they use non english speakers who have been trained to say 'its BT's fault' or call back tomorrow we can test line (all at extortionate rates.)
My advice - Avoid them like leprosy!
Phone service good value, broadband no value!

Toucan is the worst company i have ever had to deal with they are totally incompetent their customer service is a joke their technical help line is only there for them to make more money from the people they have already ripped off there connection speed is less than dial up and when you phone them they just tell you a pack of lies then bang you over head with their contract and debt collectors but they will never give you the service you payed them for.
IF YOU WANT FAST BROADBAND DON'T GO TO TOUCAN YOU WON'T GET IT BUT THEY WILL TAKE YOUR MONEY AND RIP YOU OFF NO PROBLEM

Toucan are still bad, and now I have debt collectors threatening me as well.
Anyone who has problems with Toucan please take a look:

Hindsight is a wonderful thing. For one thing I wished I had seen the reviews of Toucan Broadband prior to signing up with them, and secondly I wished I had never set eyes on them in the first place.
Here are the facts: we have a Toucan phone account, they sent us details of their 8 meg broadband package. We signed up. It was patchy and we never got above 3 meg. We moved house in August. We havent had internet access since, despite them sending 2 modems and internet startup packs (apparently we 'signed' a new year's contract by moving house) and spending over £35 in calls to their so called 'technical support' people. On Sunday, I spent another 45 frustrating minutes on the telephone to find that miracle of miracles, we could gain access. I enjoyed nearly 3 whole hours browsing on Sunday and Monday evening. Since then, nothing again. AlLl we get, all we have EVER got is error code 0721 'the remote computer is not responding'. Their service is non existent and their customer service is non existent. They offered me £4.25 in compensation for our time spent on the phone to their tech people in India and are threatening me with having to pay the whole year's contract before giving me my MAC code so I can go somewhere else.
BEWARE PEOPLE. TOUCAN BROADBAND BAD.

After 12months with no problems, my speed dropped to 100kbps. 3 Months talking to technical support and it was not resolved.
I changed ISP and found my service speed is now 7Mbps as opposed to the 1.5Mbps i was getting with Toucan.
Toucans techincal support is foreign based, their english is bad and this prolongs the calls which are charged at 30pence minute.
Their customer services are bad, they dont read on screen and they threatened and harrassed me for payment even though I had a direct debit set up. They even added a disconnection charge to my bills.
