Just switched to broadband, so am connected to the internet all the time, how do i stop the dial up window popping up when i click on outlook express?

Broadband just means that your modem-router is connected all the time, not your computer.
This is not a specific Outlook Express issue. It’s the way that your browser is told to connect. It looks like your machine is trying to use the Dial Up as its first-choice.
You should change your default internet connection from Control Panel.
Go to Internet Connections and then set Up and Change. You should remove the Dial Up as default.
