Roaming charges being what they are, your probably best going for a local deal when you get there.
It may well be worth getting the dongle here though – but you need to check it will work at your destination, and just get a local SIM on arrival.
The best package will also depend totally on your destination, Eu, non Eu etc.
Travel agents should be able to advise on this by now as it will also depend on coverage at the specific area of your accomodation, and even the location of your room within the hotel or complex.
