I have one mobile broadband dongle, and I would like to use my laptop as a wireless hub, in order to:
a) Use it to allow another laptop to access the internet
b) allow my xbox 360 to access the internet.
Is this possible?

You should be able to do that using Windows Internet Connection Sharing on the laptop with the wireless connection. It should be similar to the configuration described here: http://www.practicallynetworked.com/sharing/xp_ics/

beleivably it can ive got a 3 dongle pay as you go and i do the same in my car.
cos the cheapest virgin connection is upto 2mb/s where as pay as you dongles are 3.6mb/s so make sure uv got a good signal if uve got contract ur dongle will have up to 7.2mb/s.
and cos games work on the cheap virgin they will defo work on the dongle its a theory i put into practice awhile ago and it works and i only use a netbook
but word of warning lags to fuk when goin on sites like facebook or highly flashed up or pictured sites at the same time as gaming.
Also gaming on cod4 or 5 only used about 60-100mb an hour
