Would he need to upgrade his PC to support Broadband or are there any other ways he could get an internet connection ?

There is no minimum computer requirement. Any operating computer can use broadband.

Look at the back of the pc if it has a lan socket. And win98 is an old os. It may have no support for newer audio and video codecs. The downloaded files or sites may not work or play. Upgrade to at least a win xp.
Windows 98 really? You will need to upgrade very soon as you cant take full advantage of your facilities why not buy a new computer or upgrade the operating system I don’t even think you will be able to download any programs for computer as many companies have now stopped supporting windows 98.
I am not being harsh just suggesting.
