It will be slower the further away you are from the exchange unfortunately but it’s quite hard to say exactly how much slower and what speeds you will get without doing s speed test. Use the link below to check what speed you should be able to get and if I remember right you can then check to see what services are best in your area. They are fairly reliable but are not 100% guaranteed accurate

Yes, the further you live from your serving telephone exchange, the slower your connection will be.
The reason for this is called attenuation.
Another reason is the ‘package’ you’ve signed up for. Your Service Provider can and will, reduce / increase the bandwidth supplied to you.
If you are talking DSL from your phone provider, most likely, yes. The more distance, and the quality of the lines affects your speed. I have a ’768 kbps. DSL, but I can never get more than 738 kbps. download. (Checked through speedtest.) http://www.speakeasy.net/speedtest and of course, your upload speed will be much lower. My upload speed on a 768 line is about 135 kbps. I am only 1 mile from the Central Office where the DSL is coming from. The 3 Mbps. option will be somewhat lower, I would guess around 2.5 Mbps.
Yes, there is a way to test for that
