firstly your question is a little confusing,the title doesnt seem to match the question.if you mean what speed you are getting from your provider then take note that that is very dependent on many things.firstly you may be paying for a speed say 8mb connection but that does not mean you will get 8mb that means it will be 8mb maximum but not guaranteed.broadband speed depends on many things such as distance from the nearest telephone exchange,age of cables running to your house,quality of cables used internally etc etc etc.people naturally think they are paying for 8mb they get 8mb but they never read the small print.as for the speed test sites same rules apply here use them as a very rough guide only,they are also dependent on your location and how many are using the site etc etc as you can get several different results by using the same one at different times of the day.
if cable modem, usually http://192.168.100.1 will show the modem diagnostics. also you can google for speed tests such as http://www.dslreports.com that has free speed tests.
Usually they do not limit a persons amount of download or upload. Unless you are asking how does your ISP limit the speed. It depends on how much you are paying for what. I use WOW, there slowest speed is (for download) 756Kpbs. Myself I am paying for 2Mbps and it costs about $ 42.00, plus my cable tv.
In truth it is your ISP that regulates the speed.
