No. you don’t need a modem you can use someone elses if it is unprotected but that is illegal.

Your question is very confused.
Are you truly getting WIRELESS BROADBAND?
This is like the Sprint or Verizon or Cingular “unlimited data for your laptop” cards.
If yes, you will need whatever modem the company says you will need for that. Whether this is internal or external is besides the point.
If however the only thing your getting is a Wifi (aka 802.11b) card then yes, you will need a modem to actually connect to your broadband connection like cable or DSL. You will also need a wireless router to connect the wireless signal to the broadband modem.
If you are using your computer at home, then you would want a wireless router and a modem either cable or DSL modem. If you are just using it at hot spots where you can log on to a free server, like a cyber coffee shop then you can get a way without a modem, you will be using theirs.
You’ll need to get a wireless router that can connect to broadband, your ISP should be able to sell you one.
The internal modem that Dell will be offering on their web site though won’t be of any use for connecting to broadband since it’ll just be a crappy dial up modem.
you technically dont if you can locate a wireless network within range….
otherwise, you will need your cable / dsl modem, and a wireless modem to transmit the signal to your laptop.
Basically, If youre buying a computer set, the modem is part of the package, unless otherwise specified. To make sure you may want to call their customer service hotline:

No you dont need a modem, you will need a wireless router and your broadband router, or maybe you have one with both built in.
No.
A modem or a wireless card is just to connect to a router or a wireless access point in your house or your surroundings. If you have a broadband service, such as AT&T, they should supply you with an air card for your laptop.
Yes we use Belkin for our Dell laptop and desktop computers.
